What
framework: v0.5.2 to v0.6.0. The release adds the QC checklists for YAML
files and CI workflows, the qc/artifacts/ and qc/code/ folders, the YAML
convention, autonomous mode and scripts/ci-publish-milestones.sh; the
framework changelog has an "Upgrading" section.
.gitea/workflows/sync-milestones.yml: the two run: blocks of six lines are
one command each (ci-publish-milestones.sh ensure-tools and publish),
criterion 20. Same behaviour; the remaining run block is 2 lines.
CHANGELOG.md, Unreleased, "Changed". No change for callers of the shared
workflows.

passes; python tools/build_wiki.py writes 0 pages. install-skills.sh re-run
