Adds a "Related repositories" section to AGENTS.md, the same text as in sqa-and-qc.
What
Names the four repositories that change together (SQA-QC-Checklists, sqa-qc-framework, github-action, sqa-and-qc), what each owns, and how
it is consumed (pin, release tag).
Where a thing lives: checklists, conventions and templates in their owner and
reaching this project by moving the pin; review records in the project that
reviews; shared workflows in github-action; a script is a file, never a
long run: block.
Cross-repo changes: one pull request per repository in dependency order;
pins only to merged commits or tags; releases are a separate step; a related
repository is a working directory only when the task needs it, and an
autonomous run works there only if the accepted plan names it.
One bullet specific to this repository: its framework/ pin is independent of
the one in sqa-and-qc.
No change to any rule above the new section.
Why
The review of the workflows took pull requests in four repositories and a
fixed merge order; the order was only in the conversation. Writing it down
makes it a contract, and a submodule of github-action was considered and not
needed.

A short section naming the four repositories that change together (the
checklists, the framework, github-action and sqa-and-qc), what each owns,
where a thing lives, and the rules for a change that spans repositories:
one pull request per repository in dependency order, pins only to merged
commits or tags, releases as a separate step, and the related repository
named in the plan before an autonomous run works in it.
