Review and acceptance of ADR-0008, the quality-check contract for C++ and C# (MIL-007 task 3).
RC-054 (QC-ADR-001): Go, 11 criteria, two findings fixed in the review: (6) the security impact of downloading and running tools and packages in every run is now a named consequence, with the limit that the jobs have contents: read and no secret; (10) PyPI and SDK are expanded at first use.
ADR-0008 is Accepted by S01 (stand-in for the other reviewers, ADR-0002), with the three open choices as drafted: one workflow per language, C included with C++, inputs std, compile-commands-dir, project, dotnet-sdk-version, tools-ref.
TM-001 and the registry are updated.
Gate: tasks 4 and 5 (#98, #99) may start under the plan-first gate once MIL-007 itself is Accepted again: its latest row is Proposed since the amendment for current tool versions (SDK 10 or later, results of run 699). Review and acceptance of that amendment is the next action item of RC-054. Note that the sync-milestones.yml action skips a milestone whose latest row is not Accepted.
