Subject: [PATCH] Move the framework pin from v0.6.2 to v0.7.0

v0.7.0 carries the conventions (gitignore API, LF line endings, CRUD
template), process/wiki.md and the publish-wiki.yml caller template, and its
files are LF. Tests (413) and the milestone sync dry run pass with it.
