PP-001: add MIL-008 and review record RC-062
MIL-008 (wiki publishing as a reusable workflow) joins the Gateway Schedule, the Gantt, Scope Coverage, Dependencies and Plan Risks. RC-062 records the review; the plan row stays Proposed until S01 gives the Go.
