Two changes on one branch.

1. Publish wiki pages as a scoped workflow (MIL-014)

The instance runs publish-wiki-pages.yml in every repository, and a docs/wiki/ folder is the opt-in. The reusable workflow and this repository's own caller are removed. This reverses the delivery part of ADR-0009 (planned in MIL-014, reviewed in RC-086, ADR-0013).

  • .gitea/scoped_workflows/publish-wiki-pages.yml replaces .gitea/workflows/publish-wiki-pages.yml and publish-own-wiki.yml. Fixed settings: folder docs/wiki, no pruning, script fetched at v2.
  • Tests, comment fixtures, tools/publish_wiki.py message, README, guides and the wiki pages in three languages describe the scoped workflow.
  • Framework submodule moves from v0.14.0 to v0.17.1.
  • ADR-0013, MIL-014, RC-086, project plan and traceability matrix.

2. Rename in code and configuration (MIL-015, task 1)

The repository is TirSystem/git-workflows; the workflows that fetch their scripts, the wiki source URL, the tests and AGENTS.md named TirSystem/github-action. User documentation (128 places) and history (milestones, ADRs, review records) keep the old name for now (MIL-015 tasks 4 and 5). MIL-015 and RC-087 are in this branch.

Not done here

  • ADR-0009 is not yet marked Superseded by ADR-0013 (MIL-014 task 1).
  • Callers in the seven repositories stay until the 3.0.0 release (MIL-014 tasks 5 and 7).
  • Instance checks (scoped paths: filter, organization secret, the old name still resolving) are MIL-014 task 2 and MIL-015 task 2.
  • Branch protection: main requires the check TirSystem/github-action: Sync GitHub mirror metadata / sync-metadata (push), which no run of this repository produces (MIL-015 task 3, S01 or S03).
  • RC-086 and RC-087 are not independent reviews (the author stood in for S01).

Issues

No issue closed: MIL-014 and MIL-015 are Accepted but have no Milestone or Issues yet; the publish workflow creates them after the merge to main.
