The repository was renamed from github-action to git-workflows. Updates AGENTS.md, the README, guides, workflows, tests and the wiki (translation hash stamps refreshed; only the URL changed). History (ADRs, reviews, milestones, CHANGELOG) and the external tailscale/github-action are unchanged.
