Adds qc-programming-shell.md (QC-SH-001): fourteen criteria (eleven mandatory), each tagged with an ISO/IEC 25010 characteristic.

strict mode and quoting, naming, shellcheck/bash -n, errors and exit codes, temporary files, secrets, safe defaults (dry run or explicit flag), header comment, traceability, tests; optional: shfmt, re-run safety, portability.
