Adds qc-dictionary.md (QC-DICT-001): seven criteria (five mandatory), each tagged with an ISO/IEC 25010 characteristic.

What it checks

  • complete rows (PO term, language, IT term, definition) and no synonyms
  • the Domain Model uses PO terms; OC, SD, DCD and ERD use IT terms
  • translated artifacts use the dictionary

Merge before the framework PR, which moves its qc/ pointer to this branch.
