AGENTS.md takes three newer parts of framework/templates/AGENTS-template.md and keeps the project's own sections.
Review gate: each step is reviewed before the next; nothing goes under src/ or tests/ unless its milestone is accepted and its latest review is a Go; code is reviewed against its qc-programming-* checklist before the pull request.
Commit trailer: the Task: MIL-NNN#N trailer is for an accepted, reviewed milestone.
Publishing: when the project installs the sync-milestones.yml workflow, sync-project.sh --apply is not run for a reviewed milestone.

Unchanged: Related repositories, Languages, Credentials, the layout bullets and this project's rule 5 (it is the parent project of the framework).

A milestone must be accepted with a Go review before code goes under src/ or
tests/, each step is reviewed before the next, and a project that installs the
sync-milestones workflow does not run sync-project.sh --apply for a reviewed
milestone. The project's own sections (Related repositories, Languages,
Credentials, rule 5) are unchanged.
