Move the framework pin to v0.6.3

v0.6.3 moves the framework's qc pointer to ee41950, which changes only the wiki
pages of the checklists repository. The framework pin was v0.6.2-2-g3a1c3b3, two
commits after v0.6.2; it is now a release tag.
