Documents only: no src/ or tests/ changes. These two commits were left on the MIL-004 branch and never reached main; they apply cleanly to main's current RC-017.
RC-017: run A2, the user-owner end-to-end run repeated on 2026-10-06 with a write:user token and all eight project details from config.env. Everything was created; the empty GitHub repository left by run A was reused after confirmation; no warning.
Criterion 7 changes from Fail to Pass (no open security finding; organization run B and user run A2 both pass on both hosts). Only the README review by S02 remains.
The post-run checks, the repository ownership finding and the list of leftover test repositories are updated to match.
A new Version History row, with its commit link resolved.
No issue closed: documentation of a run that already happened.

The repeated run with a write:user token passes on both hosts, so
criterion 7 is now Pass; only the README review (criterion 6) remains.
